Using small hammers

First of all, wedges are carefully hammered in between the lead ballast and the keel base using a small hammer.

With a heavy hammer

Then the wedges are driven even further into the gap using a heavy hammer.

End result

This is what the row of wedges looks like on both sides of the hull.
